Most ad reports in Dubai are full of good news. Clicks are up, reach is up, impressions are up. The one figure that rarely appears on the first page is the one the owner cares about most: how much money came back.
That gap is where most ad budgets in the city leak. Performance marketing is supposed to tie every dirham of paid social and search to a result you can find in your own accounts. Benchmarks, channels and fees all matter for fashion, beauty and luxury hotel brands, but only in relation to that result.
The difference between activity and return
Activity is what your ads do. Return is what your business gets back. Performance marketing should be judged on return, meaning revenue, margin and clients who come back, rather than on impressions, clicks or followers.
Activity numbers still have a job. A strong click-through rate tells you an ad caught attention, and a falling one tells you the creative is tired. Neither tells you whether anyone bought it. Plenty of campaigns in the region are reported on activity alone, which is how a brand can "perform" for a full year and still not grow.
A quick test helps. If a number in your report could rise while your revenue falls, it is an activity number. Keep it on the page, but never let it decide the budget.
Performance marketing benchmarks by industry: fashion and beauty, hospitality, luxury retail
Benchmarks tell you whether your numbers are normal for your industry, which is useful before you decide whether a campaign is working. The most widely used public benchmark is the annual Google Ads study by WordStream and LocaliQ, which looked at more than 16,000 campaigns that ran between April 2024 and March 2025.

Category | Click-through rate | Cost per click | Conversion rate | Cost per lead |
|---|---|---|---|---|
Apparel / Fashion & Jewelry | 6.77% | $4.31 | 3.99% | $101.49 |
Beauty & Personal Care | 5.71% | $5.70 | 7.82% | $60.34 |
Travel (closest category for hotels) | 8.73% | $2.12 | 5.75% | $73.70 |
All industries | 6.66% | $5.26 | 7.52% | $70.11 |
Fashion stands out first, for the wrong reason. Fewer than 4 in every 100 clicks turn into a lead or a sale, so fashion brands win on strong product pages and patient retargeting rather than on more traffic.
Beauty converts well but is getting expensive. The study found that cost per click rose for 87% of industries, and beauty was among those with increases of more than 40%. When clicks cost more, the creative has to work harder, because weak ads simply price themselves out.
Hotels sit in between. Travel clicks are relatively cheap and well-clicked, but in Dubai every luxury hotel is bidding for the same traveller in the same week.
There is no public benchmark for luxury retail on its own. Our view is that luxury brands should expect fewer and more expensive clicks, and should judge them by the value of each sale rather than the cost of each click. One more caution: these figures come mainly from US advertisers, so treat them as a sanity check rather than a target.
Which channels work for UAE audiences, and when
The right channel depends on where your buyer spends time and how close they are to buying. In the UAE, social platforms tend to build desire and search tends to capture intent, so the strongest plans use both, with social media and content feeding the ads.

DataReportal's Digital 2026 report shows how far each platform reached in the UAE at the end of 2025:
Platform | Ad reach in the UAE | Where it usually fits |
|---|---|---|
TikTok | 12.5 million adults (134.6% of adults, as many hold more than one account) | Discovery and culture-led content |
10.0 million registered members | B2B and corporate partnerships | |
9.70 million | Broad retargeting and events | |
YouTube | 8.37 million | Film, launches and longer stories |
8.05 million | Fashion, beauty and luxury storytelling | |
Snapchat | 5.13 million | Short, direct, mobile-first offers |
Timing matters almost as much as the platform. Dubai welcomed 2.04 million international overnight visitors in December 2025 alone, according to the Department of Economy and Tourism, and competition for attention rises with them. For hotels, the campaign that wins December starts in September. Fashion and beauty brands tend to plan around gifting seasons and their own launches.
“If a number can rise while your revenue falls, it belongs in the appendix. The first line of every report is reserved for money.”
MAASQ
The one number your ads must move
Every campaign needs one number that defines success, agreed before any money is spent. For most brands that number is revenue from paid media, read against total marketing spend. Everything else supports it.
At MAASQ we call this the One-Number Rule, and it has three parts.
Choose the number. Usually revenue, sometimes qualified enquiries or bookings, and never reach or followers.
Fix how it is measured. Agree the tracking, the attribution window and the source of truth, whether that is your online store, your booking engine or your CRM.
Report against it every time. Each report opens with that number, and clicks and impressions come afterwards, as explanations.
For the programme as a whole, the marketing efficiency ratio is hard to beat: total revenue divided by total marketing spend. It is difficult to flatter, because it counts every channel and every cost rather than whichever platform is taking credit this week.
How a revenue-integrated fee works, in plain numbers
A revenue-integrated fee ties part of the agency's fee to the result it was hired to deliver. When the agreed target is met, the full fee applies. When it is missed, the fee reflects it, so the agency's income moves with the brand's revenue rather than with its own hours.
Here is the principle with round, illustrative numbers. Say a fashion brand and its agency agree that paid media must produce AED 600,000 in tracked revenue this quarter. The fee is split into a fixed part, which covers the work, and a part tied to that target. Both sides read the result from the brand's own store data. If the target is met, the full fee is paid. If it is missed, the tied part comes down in line with the gap.
The exact structure is agreed scope by scope, but the principle stays the same. MAASQ, a Dubai-based, revenue-driven performance marketing agency, builds paid social and search for return, never for applause. We grow your revenue or reduce our fee.
Frequently asked questions
What is performance marketing?
Performance marketing is paid advertising that is planned, run and judged by measurable results such as sales, bookings or qualified enquiries. It usually covers paid social and paid search. Unlike awareness advertising, each campaign has a clear target, and the budget moves towards whatever is proven to work.
Is performance marketing worth it for luxury brands in Dubai?
Yes, when it is measured by revenue and handled with care for the brand. Luxury buyers in the UAE are highly active online, so paid media can reach them precisely. The risk is chasing cheap clicks with discount-style ads. Done well, performance marketing protects the brand and proves its return at the same time.
What is a good ROAS for fashion and beauty brands?
A good return on ad spend depends on your margin, not on a universal figure. Your break-even ROAS is 1 divided by your gross margin: with a 60% margin, break-even is about 1.7, meaning AED 1.70 back for every dirham spent. Anything above that is profit before other costs, which is why luxury brands can work with lower ROAS than discount brands.
How much does performance marketing cost in Dubai?
The cost has two parts: the media budget paid to the platforms and the agency fee. Media costs vary by industry and season, and global benchmarks put the average Google Ads cost per click at $5.26 in 2025. A revenue-integrated agency ties part of its fee to agreed targets, so the cost follows the results.
What is the difference between performance marketing and digital marketing?
Digital marketing is the whole field of marketing online, including content, social media, email and search. Performance marketing is the paid part of it that is measured by results. A strong plan uses both, with content and brand building desire and performance marketing turning that desire into sales.
